On Friday night, at 10:12 pm local time, a two-stage rocket called Spectrum lifted off from a pad on the Norwegian island of Andøya, above the Arctic Circle. Nine minutes later, Isar Aerospace — a Munich-based company — announced it had reached orbit. Five cubesats and a technology experiment were deployed. It was the first commercial orbital flight from continental European soil, and the first successful flight for Spectrum after its debut ended in a crash 524 days earlier, in March 2025.
The celebration was immediate and predictable. “Europe finally has its SpaceX moment,” went the refrain. Sovereignty. Independence from American and Russian launch providers. A private company doing what government programs couldn’t.
Here is what the celebration skips: the rocket is German, but the pad is Norwegian. Germany — the country that designed, built, and financed Spectrum — has no orbital launch site. It has never had one. The “European soil” framing is doing a lot of work, because the soil in question is a windswept island above the Arctic Circle, chosen not because it was ideal but because it was available.
Germany Has No Launch Site
This is the fact that gets buried under the sovereignty rhetoric. The country with Europe’s largest economy, its deepest aerospace supply chain, and now its first orbital launch company cannot launch a rocket from its own territory. The reasons are familiar to anyone who has tried to build anything in Germany: geography, population density, and a regulatory environment that treats a launch pad the way it treats a nuclear waste repository.
So Isar Aerospace went north. Andøya Spaceport is a former sounding-rocket range, repurposed for orbital launches. It is remote, cold, and logistically brutal. Every component, every technician, every liter of propellant has to be shipped up the Norwegian coast. The launch window on Friday opened at 10 pm local time — not because that was optimal, but because that was when the range was clear.
A launch site is not a detail. It is the binding constraint. The United States launches from Florida, California, and Texas because it has coastlines facing the right direction, vast tracts of empty land, and a political culture that tolerates the occasional explosion. Europe has none of these things in combination. The continent’s geography is a series of densely populated coastlines facing the wrong way.
Kourou Was the Original Workaround
For six decades, Europe’s answer to this problem was French Guiana. The Guiana Space Centre at Kourou — on the northeast coast of South America, thousands of kilometers from Paris — has been the launch site for Ariane rockets since 1979. It is “European soil” in the sense that it is a French overseas department, but it is not Europe. It is a colonial-era workaround, chosen because it sits near the equator and faces the Atlantic.
The arrangement worked, more or less, for as long as Europe’s launch needs were modest and its rockets were government-funded. But it created a strategic vulnerability that nobody wanted to talk about: Europe’s access to space depended on a launch site that was not in Europe, reachable only by ship or air, and politically dependent on the goodwill of a single overseas territory.
Andøya is the new workaround. It is closer — a few hours by plane from Munich rather than a transatlantic flight — but it is still not Europe proper. It is a Norwegian island above the Arctic Circle, chosen because Norway had a disused rocket range and a government willing to say yes.
Sovereignty Is a Launch Site Problem
The European Union has spent the better part of a decade pouring money into launch vehicle development, convinced that the bottleneck was engineering. It was not. The bottleneck was always infrastructure: the pads, the ranges, the safety corridors, the political permission to build them.
Isar Aerospace solved the rocket problem. It has not solved the launch site problem, because no private company can. A launch site is a public good, like a port or an airport. It requires land, environmental clearance, airspace coordination, and a government willing to defend it against every local objection. Europe has never had a government willing to do that on the continent itself.
The result is a strange kind of sovereignty. Europe can now build rockets. It can even launch them, if Norway says yes and the weather cooperates and the range is clear. But it cannot launch them from Europe, because Europe has never decided that it wants to.
One engineer at Andøya, standing in the cold after Friday’s launch, put it plainly: “We built the rocket in Munich. We shipped it to Norway. We launched it from a pad that was built for suborbital research flights. That’s not sovereignty. That’s a workaround with better branding.”
He is right. The rocket was never the hard part. The hard part is the ground it leaves from — and Europe has spent sixty years avoiding that problem.
